Aims of the Unit

  • To facilitate research and scholarship in gerontological social work
  • To actively seek grants from both government and nongovernment sources for gerontological social work research
  • To encourage and increase the number of PhD's and Masters undertaken in gerontological social work
  • To establish strong industry/community linkages with key policy and practice agencies around joint research projects
  • To regularly host visiting scholars
  • To engage in an active continuing education program through both public lectures, workshops and seminars
  • To maintain and enhance international linkages in gerontological social work
  • To encourage an active publication output in gerontological social work


Origins of the Unit

The Ageing and Long Term Care Research Unit was established in 1994 as part of a restructuring of the research activities of The Melbourne University School of Social Work to reflect core and developing areas of faculty research. Initial projects undertaken by the unit which led to publication are listed in the bibliography. A number of post graduate students have now moved through the unit and have taken senior academic and practice positions in other universities and institutions.


Current activities of the Unit

Evaluation of Packaged Care/Case Management
With a consortium from Faculty of Medicine including the Centre for Population Health, National Ageing Research Centre (Doyle, Ames, Dunt, Ozanne, Lautenschlager, Dudgeon, Hsueh) and in partnership with Department of Health and Ageing a grant application was submitted in December 08 to NHMRC Partnerships Program to carry out an evaluation of Federal Packaged Care Programs. Title of Project is Development of the Evidence Base for the Effectiveness of Case Management in Australian Community Care for Older People: A Cluster Randomized Controlled Trial.


Community Care and Case Management
The Unit has undertaken a number of studies looking at patterns of service utilization and case management in the aged and disability areas reports and publications from which are listed below. In 2000 -2003 we obtained a $100,000 ARC/SPIRT research grant in partnership with the Uniting Church to Evaluate the Outcomes and Service Utilization Patterns of a sample of three different population groups receiving intensive Case Management in Melbourne metropolitan region. This funding sponsored a PhD Project which has now been completed. In 2006 Melissa Lindeman completed her PhD thesis on Assessment Workers in Home and Community Care and in 2005-9 Maria De Leo is completing her thesis on the Management of Community Care Services. Politics of Ageing
Following an earlier ARC/Linkage Grant it is proposed to run a two day National Research Scoping Seminar on the Politics of Ageing with sponsorship of the ARC/NHMRC Ageing Well Research Network in mid 2009 and to bring to Australia Professor Robert Binstock and Professor Allan Walker to lead this seminar. Principals involved in this seminar include Associate Professor Elizabeth Ozanne, Professor Allan Borowski and Professor Hal Kendig. The research areas to be explored are Older Persons Vote, Organization of Aged Based Interest Groups, Civic Engagement,  Social Activism and Social Inclusion of Older People.


Aged Advocacy and Interest Group Politics
The unit obtained a Strategic Partnerships with Industry Grant through the Australian Research Council ($100,000) in to undertake a political and economic history of the Australian Council of the Ageing, the key peak body representing aged interest groups in Australia (and Industry Partner in this research). The project ran 2000-2002 and a report and several articles have been published relating to the project. Refer also to "Politics of Ageing", above.


Elder Abuse
In November 2008 a consortium from St. Vincents Hospital, National Ageing Research Institute, and Nursing and Social Work were successful in obtaining an ARC Linkage Grant on Improving Responsiveness to Abuse of Elderly in Acute and Sub Acute Care (Joubert, Ames, Ozanne, Posenelli and Gerdtz). The APAI PhD student on this Project will begin in 2009.

Gerry Naughtin recently completed a PhD thesis on Regulating the Risk of Elder Abuse in Australia, which has spawned several symposia on this issue with the State Government and the Brotherhood of St Laurence. This has led to the development of a network of interested researchers who jointly with the ARC/NHMRC Ageing Well Research Network and international partners, are planning to submit a formal proposal for a national prevalence study of elder abuse.


Longevity and Social Change in Australia
With Professors Allan Borowski and Sol Encel, Elizabeth Ozanne jointly edited and contributed to a new 2007 volume Longevity and Social Change in Australia, UNSW Press, on the implications of population for Australia under the period of the Howard Government. This was a followup to an earlier policy volume Ageing and Social Policy in Australia, published by Cambridge in 1997


Ageing and Disability
With Associate Professors Chris Bigby and Chris Fyffe, Elizabeth Ozanne jointly edited and contributed to a new 2007 volume Planning Support Services for People with an Intellectual Disability, published by Jessica Kingsley UK.

The survival of people with disability into late life is a new phenomenon in the current phase of the demographic transition in Australia. Several PhD and Masters students associated with this unit have completed their degrees in this area and become leaders, both in academia and in practice. The Unit undertook a substantial number of studies in the l998/99 period, funded by both State and Federal Government and the Myer Foundation, the reports and publications from which are listed below. In 2000-2002 a project was funded by the State Department of Human Services for $55,000 for two years to evaluate a new integrated age/disability service delivery model. The project was extended for another two (2) years, 2003-2004 to examine longer term outcomes with $40,000. This project was jointly undertaken by A/Prof Elizabeth Ozanne and A/Prof Chris Bigby from La Trobe University, School of Social work and Social Policy.


Global Home Care Market
The movement of younger immigrant workers from high fertility developing states to the more mature low fertility economies where shortfalls in the supply of care labour are becoming critical is a noted feature of our ageing world. The rising demand for home care in developed ageing economies is leading to the rapid expansion of immigrant flows from a broadening range of supplier countries. Depending on the region and country of destination, this movement is variously regulated. In receiver countries these inflows introduce quite new dynamics into local residential and community home care markets which are not well understood by either families, service providers or governments. Coming to terms with the globalization of the home care market is however one of the key challenges of an ageing world. This project is based on an extensive literature review of trends in the home care workforce globally and analysis of the particular patterns evident in three different countries, Australia, Singapore and Israel. The collaborators on this project are Ozanne, Fine, Metita and Soskolhe, and a research grant proposal is in train.


Ageing and the Family
Population ageing is having a transformative impact on both the structure and life trajectories of families with both positive and negative impacts for health and wellbeing. Elizabeth Ozanne recently reviewed current research in this area for a chapter in Longevity and Social Change in Australia (2007).


Mental Health Issues in Late Life

Several projects have been undertaken and chapters published on the psychiatry of late life, profiling the differential needs of men, women and veterans. Dementia and its impact on individuals and families has also been the focus of several early publications of the unit. Dr McDermott (from the School's Mental Health Research Unit) and A/Prof Ozanne were also successful in obtaining in 1999 a $200,000 research grant from the State Department of Human Services (with the Brotherhood of St Laurence) for a two year study of the needs of older depressed and isolated males with a view to developing appropriate service interventions. A chapter in Working with Men in the Human Services (ed. by Bob Pease and Peter Camilleri) on Men's Mental Health Needs in Late Life was published in 2000 and an article in Men and Masculinities in a new Encyclopedia on Men and Masculinities on Working with Older Men in 2007.


Rethinking Work and Retirement

A number of post graduate students have undertaken theses in this area as well as the unit hosting several visiting scholars who have made substantial contributions to the literature e.g. Professor Martin Rein, Professor Eric Kingson (from the US) and Professors Alan Walker, Chris Phillipson and Dr Phillip Taylor (from the UK) and Professor Anne Marie Guillemard from France. In 1994 A/Prof Ozanne produced a substantial literature review on Aged Neutral Policies and the Older Worker for the Western Australian Equal Opportunity Commission and in 1999 participated in a Yokohama Seminar on the Mature Workforce exploring options in restructuring societies. A/Prof Ozanne published a chapter in 2001 on Lifelong Career Development for a volume on flexible Lifecourse Planning published by ACER. William Kurowski is completing a current PhD using HILDA Panel data to explore attitude and behaviour in relation to retirement intention.

2008-2010 ARC/Linkage Grant $308,530 From Suspicion to Intervention: Improving responsiveness to abuse of the elderly in acute and sub-acute health care
CIs Joubert, Ames, Ozanne, Posenelli, Gerdtz, Partner Agency, St. Vincent's Health. Aim of project is to implement and evaluate a process for managing suspected elder abuse cases in acute and sub-acute care. APAI PhD Student has been appointed to begin 2009.

2000-2003 ARC/SPIRIT $90,000 for evaluation of outcomes and service utilization patterns for three different groups receiving intensive care management over a 12 month period.
This grant is for a three year doctoral fellowship and was jointly undertaken with the Industry Partner - Uniting Church Community Care, a large metropolitan case management agency. E. Ozanne Chief Investigator. PhD student appointed - Michael Summers.

2000-2005 State Department of Human Services $54,800 for a Formative and Summative Evaluation of a new integrated ageing and disability service
Joint Chief Investigators E. Ozanne and C. Bigby This grant was extended for another 2 years in 2003 ($40,000).

2000-2003 ARC/SPIRT $90,000 to undertake social, political and economic history of Australian Council on the Ageing 1951-1999 Australia's key peak advocacy body. E. Ozanne Chief Investigator.

1998-1999 State Department of Human Services $200,000 Mental Health Needs of Older Men
This project was initially jointly undertaken with the Brotherhood of St Laurence and required the surveying of existing outreach programs for older men, a review of international literature on innovative programs and the design and implementation of a local initiative. Project jointly undertaken with Dr Fiona McDermott from the Mental Health Research Unit in the School of Social Work.

1998-1999 State Department of Human Services $30,000 Options for Older Carers
An evaluation of two pilot programs of intensive case management for older carers of intellectually disabled adults. Jointly undertaken by E. Ozanne and C. Bigby.

1998-1999 Myer Foundation $70,000 Review of Intellectual Disability Policy in State of Victoria
This nine chapter 400 page volume reviewed the international literature and national policy scene and undertook an indepth analysis of several key target populations eg children and families, older persons and those with problematic behaviours. It also reviewed housing options and current innovative programs in the sector. E. Ozanne Chief Investigator with Research Team C. Bigby, S. Forbes, M. Gordon, C. Fyffe and C. Glennen.

1997-1998 Department of Human Services $30,000 Patterns of Service Utilization in Disability Services
This project examined existing patterns of service utilization in disability services making recommendations for more effective differentiation of client need and service responses. (E. Ozanne, C. Bigby and A. Jackson)

1996-1998 Commonwealth Department of Veterans Affairs $100,000. Intervention with Isolated Veterans
This project was undertaken jointly with Lincoln Gerontology Centre under Professor Hal Kendig as Chief Investigator with Ian Gardner and E. Brooks. Dr Ozanne was specifically subcontracted to survey the international and national literature on interventions in relation to social isolation.

1992-1995 Commonwealth Research and Development Grant for $33,000 to carry out a time use in older households study
Chief investigators were Dr Duncan Ironmonger and Michael Bitman.Dr Ozanne provided community service consultation and advice.

1992 Municipal Association of Victoria, $39,000
Assessment and Service Planning in Local Government Context. This was a 6 month project undertaken with D. Wilson and D. Holten. Its purpose was to survey current assessment practice across several local governments and produce a literature review and policy paper on the direction of needed reform.

1988/89/90 Aged Bibliographic Project
Given the dearth of available annotated bibliographies on Australian and international sources in the aged care field in the middle to late 80's, the School of Social Work funded the production of four monographs on 1. Respite Care for the Aged, 2. Aged Abuse and Neglect, 3. Case Management in Community Care, and 4. Family Care of the Aged.

1986 Alternate Models of Financing Aged Services
Comparative US/UK/Australian Perspectives: A review of the international literature on funding models in aged services.

1985 Department of Social Security - Survey of Hostels and Special Accommodation Houses for the Aged and Disabled
This research was undertaken jointly with D. Ariotti and involved a sample survey of residents and staff in hostels and special accommodation houses for the aged in two states.

Master of Advanced Social Work:
196-516 Ageing, Social Work and Social Policy
This unit introduces advanced masters students to some of the dynamics of population ageing in Australia and internationally, and explores major policy responses by government in relation to Employment, Retirement, Income Security, Health, Family Relationships, Residential and Community Care, Housing, Mental Health, Indigenous and Ethnic Populations. Various theoretical perspectives relevant to policy analysis are explored.


Master of Social Work

196-010/214 Ageing and the Family: Intergenerational Perspectives
This Master of Social Work course focuses on the impact of demographic change on the Australian family. The diversity and complexity of present family forms and household types in Australia is explored looking particularly at the family of mid and late life and the nature of intergenerational exchanges between generations. The myth and reality of family support for the aged is examined as well as the role of public policy in supporting the aged and their families. A number of specific lifecourse transitions in the family of mid and late life will be examined, namely widowhood, retirement, migration, relocation and grandparenthood. Social work intervention with the aged and their family at the primary (preventative), secondary (therapeutic) and tertiary (rehabilitation) levels is explored from a number of different theoretical perspectives.Specific attention is given to education, consultation and advocacy with the aged in community, domiciliary and home care, discharge planning following hospitalization, transition into semi-supported living and admission to long term care.
